April 2017 - LU: kind code changed from 'A' to 'A1'

There was a correction to the publication kind code for Luxemburg publications where the publication kind code was changed from ‘A’ to ‘A1’ for LU documents that have a publication date before 1989:

• LU with a publication date all zeroes, approximately 10.000 documents

• LU with a publication date between 1946 and 1988, approximately 5.000 documents
