company gov non-profit

Hello,

I am researching collaborative patents between private firms and a public entity (university, hospital, company gov non-profit) with at least one French Applicant. Does any of you know why ''company gov non-profit'' disappeared after 2007?

Just to let you know that we are looking into this. Although a simply question, it requires some deeper analysis, and we are not at the bottom of this yet...

Although there is indeed a decline for French "COMPANY GOV NON-PROFIT" applicants from 2006 to 2007.(sheet 1_data), the decline is even much more dramatic when looking at the data covering all applicants (sheet 2_data).
I then looked in detail at the French applicants (sheet "Top for French applicants") that were the top "COMPANY GOV NON-PROFIT" filers before 2006, and by simply looking them up in ESPACENET, one can see that many of those entities seem to have effectively not been filing patents after 2006. (that would mean: the data is correct...)
Looking at the possible sources of this artifact in PATSTAT (if it is an artifact at all), 2 obvious reasons could be: a) the name harmonisation (the PSN name) has not picked up all the name variations for the applicants. Sheet "electricite de france" shows about 150 name variations, of (what I consider to be) the same "COMPANY GOV NON-PROFIT". You can also see that not all variations have been labelled as "COMPANY GOV NON-PROFIT" , so those will not show up in our figures.
Or b) the entities have not been correctly labelled as being "COMPANY GOV NON-PROFIT" - and this can be seen on a couple of records where the same entity is labelled as a company.
Bottom line: at first hand, there seem to be some inconsistency, but we have not yet found the reason.
