Document/bibliographic coverage for Israel - Kind code A?

http://www.epo.org/searching/data/data/ ... tions.html lists only one kind code for Israel (IL) - kind code A. What document type is that? Published patent applications? Issued patents? I'm used to kind code A referring to published patent applications, but it seems strange to me that these, but not issued patents, would be covered.
Any clarification would be most appreciated!

Indeed, the IL A kind code is a published application. Here is a link to WIPO 's inventory of kinds and examples of patent documents:
