I've tried getting published-data service with biblio endpoint to get info on document DE112011101561.T5 input in epodoc. The result was 404 Entity Not Found. http://ops.epo.org/3.1/rest-services/fa ... .T5/biblio
The same document requested in docdb format is found: http://ops.epo.org/3.1/rest-services/fa ... .T5/biblio
Is it a bug or a feature? What are the recommendations for such situations - trying both formats? Or docdb base is more complete?

According to what I see in your URL you are using Family Service and not Published Services. For Pub Services with Biblio constituent using epodoc would be the right format, but Family Service works only with Docdb format, because its linked to another database.
Your URL in Published Services with Biblio has to look like this:
http://ops.epo.org/3.1/rest-services/p ... 1T/biblio

Have a look at my previous link. The epodoc format in your case is T instead of T5.

for Japanese publications (JP) an entire kind code (a letter and possibly a digit) must be attached to the number, except when the kind code is A;
for publications with a country code on the following list: AT, AU, BA, BG, CN, DK, FI, IS, KR, NL, NO, PL, SK, UY, TW, YU, a kind code letter must be attached to the number, except when the kind code is A;
for publications from all other authorities, a kind code letter must be attached to the number, except when the kind code is either A, B or C.
