No, your link is for DOCDB format and not EPODOC. DOCDB format has in this specific case more 0 for application numbers, but not for publication numbers. Publication numbers of DOCDB and EPODOC look almost identical, the biggest difference is in application/priority numbers, as your CN case shows.

EPODOC, as oppose to DOCDB, is not proper numbering standard, its just a legacy product, a simplification of numbers so that Old Espacenet can be searched better. So, no, rules as for DOCDB do not exists for external users.
As said already in my previous post, New Espacent which is a new standard, doesn't not use EPODOC anymore and so does most of products and services. I would suggest that you rather focus on DOCDB format, for which you have rules and tables you can always refer to. We will keep EPODOC until we have new webservice and until Espacenet Classic is still operational but at some point we will discontinue that - don't ask me about when, I would not be able to reply at this point.
