Epoline return errors

Hi,
How should I interpret this return from epoline (command line) on a VALIDATE-request:
<OLF_2_PMS_response language="en" result="failure" mode="demo">
<return_values>
<return_value error_ID="1">Validate operation failed</return_value>
</return_values>
</OLF_2_PMS_response>
Does it mean that the validation process could not be done, or does it mean that the package failed validation?
If it failed validation, how can I find out what was wrong with the package?
