hi everybody,
I am analyzing bilateral patent flows (a patent flow is the flow of a patent from it's priority country to a new one). I do this by using the DOCDB patent-family.
When looking at patent flows to Germany everything looks fine, but when I look at the patents flowed to Germany, which in a later stage got a grant (publn_first_grant = 1), the patent flows diminishes to around 5% compared to the flow without the grant-condition. Is there anything special about Germany handling it's first grants?

Did you compare Germany with other countries?
I have little experience with grants, so I can not say if 5% is out of the ordinary.
I would guess that Germans publish in German as well as English, thus increasing the number of publications.
Also, on http://www.wipo.int/pct/en/texts/ro/ro100_107.html there is mention of Germany, Japan and Korea as being odd ducks.
