Modifications of the Guidelines and information about said modifications

Hi,
My question is very simple: is it possible to have a strutured version of the modification of the guidelines?
Indeed, every year, the Guidelines are updated (which is nice) but when we maintain a website refering to the guideline it is a nightmare. All the links are dead or point to wrong section of the guidelines.
It would be nice to have a XML, XLS, CSV, etc. that details the modifications.
For instance (this example is a pure invention):
to show a change of the path of the section
and
to show a modification of the content of the section
I need this feature a lot !
