OLF Database Designer

Hi there,
I understand there should be Database Designer app that is installed at the same time as the OLF v5 app. This Database Designer allows users of national officers to change the server that your are filing to. However, in recent installations of OLF, we have been unable to locate the Database Designer.
Do you know where it should be within the installation files, or if there is a separate download for this tool?
