PATSTAT - SQLite loading script

PATSTAT - SQLite loading script

Hi All:

I just uploaded a loading script for SQLite to GitHub. The script supports PATSTAT 2017b. This is my first attempt to put together a PATSTAT loading script, and there are undoubtedly ways that it could be improved. If other's find the script useful, I may make some of those improvements, but right now its level of optimization and polish reflect the fact that I only needed the script to be run once.
