Problem with Global Dossier

Hello, can somebody tell me why I'm getting the message "This request has been rejected because total quota for JPO is exceeded" after I click Global Dossier

I also had the same problem while I was a new user, it said it was suspended, it seems to be a system error. Hope to get help soon.
