I've tried both the epodoc and docdb formats, but I'm unable to get the title and abstracts for many JP publications using the biblio endpoint, which provides titles and abstracts for many other jurisdictions.

In case of JP publications you really only get this data if you query A publication of specific application or as suggested, use full-cycle endpoint. JP applications only include English JP abstracts in connection with an A publication and since EN abstract and EN title are taken from that PAJ abstract they are only available on A publications (there could be cases where JP would have abstract on B but only in cases where B was published before A which is extremely rare). Don't forget that OPS is access to raw data only and it has no business rules in place like Espacenet does, so the record presented is in a form as saved in a database

Many of the corresponding "A" publications do not have the title or abstract either.

JP.5153650.B2
Can you recommend a best approach for obtaining the titles/abstracts for these documents?

The best approach is to query simple patent family and choose a member with publication language you can understand and take title and abstract from the family member. This is what we do in Espacenet:
